The City of Fayetteville is poised to adopt a Bicycle Friendly Community Action Plan which will dramatically boost that city's chances to earn a Bicycle Friendly Community Award.  Text of the Action Plan is attached.

To create a active transporation network, a city must create the sort of On-Street Linkages  that encourage cyclists to brave mixed traffic.
